EPC Band C Deadline 2030: What Landlords Need to Do Now

The EPC Band C minimum energy efficiency standard takes effect in 2030. Here's what UK landlords need to prepare, how much it costs, and what happens if you miss it.

The Minimum Energy Efficiency Standards (MEES) are changing. From October 2030, all rental properties in England and Wales must achieve at least an EPC Band C rating before a new tenancy can be granted. By 2028, existing tenancies must also comply.

This is a significant shift from the current Band E minimum. An estimated 55% of privately rented properties currently fall below Band C, meaning millions of landlords face mandatory upgrades.

The cost of reaching Band C varies enormously by property type. A modern flat might need only LED lighting and loft insulation top-up (£500-1,000). A Victorian terrace could require cavity wall insulation, double glazing, and a new boiler (£5,000-15,000). Solid-wall properties are the most expensive, potentially needing external or internal wall insulation (£10,000-25,000).

The government has proposed a cost cap of £10,000 per property. If you spend up to the cap and still cannot reach Band C, you can register an exemption. However, you must demonstrate that all cost-effective improvements have been made.

Landlords should act now, not wait until 2030. Getting an EPC assessment today gives you a roadmap of required improvements. Many energy efficiency measures qualify for grants or tax relief. Spreading the cost over 4 years is far more manageable than a last-minute rush.

The fine for non-compliance is up to £30,000 per property. With the current Band E requirement, many landlords have already been fined. Enforcement is handled by local trading standards and is increasing year on year.
