EPC C by 2030: What Is Confirmed and What Still Needs Legislation

The government confirmed in January 2026 that it intends all privately rented homes in England and Wales to meet a higher energy standard by 1 October 2030, unless a valid exemption applies. The detailed regulatory changes remain subject to Parliamentary approval, so landlords should separate confirmed current law from the planned 2030 standard.

The current domestic private rented minimum remains EPC Band E unless an exemption applies. The 2030 policy uses reformed EPC metrics and is not simply an instruction to treat every current D rating as unlawful today.
